
Why the Ocean Is Becoming One of the Most Important Frontiers for Innovation, Resilience, and Economic Growth
For decades, the ocean has been discussed largely through the lens of risk and constraint. But a new chapter is emerging. The ocean is increasingly recognized as a powerful catalyst for innovation and economic opportunity, shifting the conversation from what we might lose to what we can build.
The ocean-driven economy is rapidly growing, reaching far beyond just ports and shorelines. Thanks to scientific and technological advances, the sector—often referred to as the blue economy—is emerging as a multi-trillion-dollar force with implications for supply chains, food systems, workforce development, national resilience, and global competitiveness.
This Is the New Blue Economy
Across the United States, entrepreneurs, researchers, innovators, and coastal communities are building technologies that are reshaping ocean enterprise and resilience. The National Oceanic and Atmospheric Administration (NOAA) defines the new blue economy as “a sustainable and equitable ocean and coastal economy that leverages advancements in science and technology to accelerate data-driven economic opportunities and address pressing societal challenges.”
In practice, that spans maritime logistics, ocean data platforms, and autonomous sensing technologies, as well as renewable energy, aquaculture innovation, coastal resilience solutions, and more.
“The blue economy is not simply a ‘coastal issue,’” said Christina Tamer, vice president of Ventures at VentureWell. “It is increasingly a systems-level one, connected to trade, energy, food security, and other critical areas of the global economy.”
The scale of the blue economy is immense, both in scope and potential. According to NOAA, more than 127 million people, roughly 40% of the U.S. population, live in coastal communities. Economic activity tied to U.S. seaports alone surpassed $5 trillion in recent years, with growth continuing to accelerate. If U.S. coastal counties were their own country, they would rank third in global gross domestic product (GDP), behind only the United States and China.
At the same time, global maritime commerce demand is expected to triple by 2030, creating both mounting pressure and significant opportunity: specifically, pressure to modernize aging infrastructure and protect fragile ecosystems, and opportunity for innovators building smarter, more sustainable ocean technologies and systems.
Where Ocean Innovation Is Taking Shape
The scale of the ocean economy is striking, as is the range of technologies now entering it. Increasingly, the sector is being formed by software and systems-level thinking drawn from technological advances across the broader tech landscape. With support from the VentureWell Ocean Enterprise Accelerator (OEA), funded by NOAA, dozens of promising ventures at the intersection of science and ocean systems are developing innovations focused on both performance and resilience.

That shift is already visible in maritime logistics and supply chains. Startups are deploying AI-driven platforms, automation, and real-time data systems to modernize ports, optimize routing, and improve coordination across coastal industries. Companies such as Aloft Systems and VesselOps—both OEA participants—are developing tools and platforms that improve operational efficiency, optimize fleet performance, and bring greater transparency and precision to maritime supply chains.
“The future of the blue economy will not be built by legacy industries alone,” said Tricia Compas-Markman, director of National Venture Programs and OEA program lead at VentureWell. “It will be shaped by researchers, startups, technologies, students, and communities developing new ideas for how we live, work, and innovate within coastal contexts.”
A parallel transformation is unfolding in how the ocean is observed, measured, and understood. Networks of sensors, autonomous vehicles, and coastal monitoring platforms are producing unprecedented streams of data on ocean health, currents, weather patterns, and energy systems. Increasingly, the challenge is not collection but interpretation. OEA participants FishLAT and Mira Intel are among the ventures helping translate that information into usable intelligence for infrastructure decision-makers and emergency response systems, and other operational needs.
Energy is also emerging as one of the most consequential frontiers in the blue economy. New approaches are moving beyond traditional offshore generation toward modular, distributed systems designed for resilience and adaptability. For example, OEA participant Pittsburgh Coastal Energy is developing subsea power systems for autonomous operations via modular onboard energy converters. Sitkana, an OEA team based in Juneau, Alaska, is powering remote coastal communities using modular energy systems and predictable ocean currents.
Innovation in aquaculture and fisheries is also accelerating. As marine ecosystems remain threatened, technology-enabled ocean farming systems are gaining traction globally, with the aquaculture technology market projected to grow by double digits through 2032. OEA alumni Dirigo Sea Farms, Astraeus Ocean Systems, and Sandbar Oyster Company are developing approaches that strengthen resilience across both ocean farming systems and coastal food economies.
Charting the Course Responsibly—and What Comes Next

As momentum around the blue economy innovation builds, so too does the responsibility to shape it thoughtfully. The sector carries real promise, but also familiar risks: extractive models rebranded in greenwashed language, uneven access to capital and opportunity for coastal communities, and innovation ecosystems that too often reward speed over stewardship. The patterns are not new; what matters is whether they are interrupted.
“The ocean presents an incredible opportunity for innovation,” said Emalee Hall, senior program officer and OEA program lead at VentureWell. “The most impactful solutions will be grounded in intention and long-term thinking about strengthening resilient ecosystems and supporting the communities connected to them.”
The systems guiding the future of our oceans are still being built in real time. The decisions and technological advances emerging now will influence the sector for decades to come, and there remains room to guide that trajectory with thoughtful stewardship. The teams supported through VentureWell’s OEA program are doing just that: building more sustainable models, asking better questions, and steering innovation toward a more resilient future. Ultimately, the blue economy will be defined not only by what is technologically possible but by the values embedded within it.
